Instruction-periods in the school week should be limited to 24 hours, the remainder devoted to encouraging pupils to a voluntary interest in literature, the arts, general culture. Children mentally or physically unequipped should never be allowed to enter higher grades. Compulsory game-playing outside of school hours should be discouraged.
